HR Officer

Your new organisation
Southend-on-Sea Borough Council are seeking a HR Officer to join their shared service team on a temporary basis until December 2019

Your new role
You will support and assist the development of a high quality and efficient HR and Payroll service to all departments within the Council, schools and other educational establishments and partners that contract the service You will assist the Senior HR Officer and Service Manager in ensuring that all HR and Payroll transactions are processed in an efficient, effective and timely manner with minimum supervision but within the context of priorities of the HR service

  • Process all starter, leaver and other changes to employment liaising with customers, managers, recruitment contractor etc as appropriate ensuring all processes and procedures are followed accurately and in a timely manner.
  • Provide advice and support and guidance on the full range of pay and conditions and their processes and procedures to employees, managers, Headteacher
  • Support the Head of HR & Payroll in the co-ordination of the Workforce Planning Panel and ensure all decisions made by the Panel are acted upon in an accurate and timely manner as required.
  • To ensure the updates and changes to the HR/Payroll system is both timely and accurate.
  • Monitor and evaluate the effectiveness of the service and make appropriate recommendations to the Senior HR Officer and Service Manager, for its improvement and lead on their implementation as required.
  • To ensure equality of opportunity and access in the delivery of services and employment and pay policies and practices.
  • To assist on projects as may be required by the Service Manager/Head of HR & Payroll
  • Draft letters, contracts, and reports ensuring they are accurate and agreed timescales are met.
  • Be responsible for a range of advice and guidance to the other Payroll and HR Officers and Assistants as appropriate.
  • To assist in the identification and promotion of new ways of working to improve the service and maintain and develop a high level of customer service


What you'll need to succeed

  • Demonstrable knowledge of the HR function and a detailed understanding of the employment law and policies and processes and agreements that the HR function operates.
  • Demonstrable knowledge of the politically sensitive environment within a local authority operates.
  • Excellent written, oral and presentation skills
  • Confident in the use of Microsoft office, Word, Excel, Access, Outlook).
  • Good working knowledge of the Council HR/Payroll system (Agresso)
