Head of Talent & Learning
Our fast growing client based in Exeter is looking for a Head of Talent and Learning. This newly created role will lead the Centre of Expertise responsible for developing and implementing a talent strategy aligned to the overall HR strategy. Reporting to the HR Director, the role will lead a team responsible for talent in its widest sense incorporating recruitment, organisational capability, individual development, training, performance enhancement, workforce planning and succession planning. Moreover, this role will work collaboratively with a range of stakeholders to maximise the talents and strengths of all employees and engage everybody to deliver exceptional client service in the digital age. Other responsibilities will include;
Form close working relationships with the wider HR team.
Lead a "Centre of Expertise" providing expert technical solutions to support and build on the insights of the HR Business Partners (internally know as HR Managers) to achieve the organisations strategic objectives.
Work with the HR Service Centre to ensure that transactional processes are administered efficiently and effectively.
Be a key member of the HR leadership team consisting of the HRD, yourself, the HR Service Centre Manager and Senior Regional HR Manager. You are jointly responsible for developing and implementing the overall HR strategy with involvement from the whole HR team.
Develop and implement a talent strategy.
Lead a team of talent acquisition and development specialists to determine the skills, knowledge and behaviours that the organisation needs to buy and build throughout the employee life cycle to meet the current and future client needs.
Specifically liaise with stakeholders to design, gain approval and communicate a usable competency framework for all roles and levels to act as the foundation of all other talent activities.
Through full consultation with all stakeholders redesign the performance management process aligned to the new competencies and lead the transition from a traditional performance system to a progressive, agile continuous feedback process which supports the employee-centric approach.
Design tools and processes such as workforce and succession plans which will be implemented locally by the HR Managers.
Lead efforts to increase employee engagement, including implementing a new employee survey and leading action planning based on the results.
Lead a Resourcing and Talent Manager, to:
Implement our attraction strategy and employee value proposition.
Hire Marketing, HR, Finance and IT professionals with those competencies.
Review, redesign and train managers to use internal and external selection tools aligned to the new competencies.
Manage relationships with our qualification providers making the best use of the apprenticeship levy.
Lead a L&D Specialist, supporting them to:
Identify key learning needs and formulate a future-proof Learning and Development strategy to address those needs.
Develop and implement a blended learning approach across a range of channels and platforms relevant for the digital age.
Lead on the evaluation of return on investment of learning delivered and implement appropriate changes in order to maximise business benefits.
With support from the L&D Specialist, review, agree and manage commercial terms and arrangements with L&D providers.
Assist the HRD with the preparation and ongoing monitoring of the Talent and L&D budget for the business.
Prepare monthly/quarterly Talent and L&D metrics for HRD and any other reports as required.
The successful candidate will be a subject matter expert within Learning and Talent Development. Innovate and solution focused you will be able to draw upon a wealth of experience to design and implement a new Talent and Learning strategy. Competency Frameworks, Performance Management, Resourcing and Leadership Development are a few of the key areas that requires depth and breadth of knowledge. You will combine your technical experience with commercial insight, business savvy and stakeholder management skills as you create, socialise, influence and gain buy in to your ideas. You are able to work outside of existing structures and can come up with new ways of working. You are comfortable operating at both a strategic and operational level and enjoy both formulating ideas and playing an active role in implementing them. Ideally you will have an Occupational Psychology or a relevant post graduate qualification plus the Level A and B Psychometric qualification. This is not essential however. This is fantastic role for an ambitious person to come in and design/implement a Talent strategy form scratch.
