About the Role

We are embarking on a journey, following the recent insourcing of our HR function to transform and modernise our services.  This is a new role which is pivotal to enabling the Council to deliver its priorities and to be an employer of choice - attracting, retaining and developing the right people. 

A key focus for the role is the development and delivery of the strategic workforce planning strategy encompassing attraction, recruitment, succession planning and workforce development including the growth of apprenticeships.

This is a real opportunity to make a real difference and to contribute to building a sustainable workforce strategy for the council. We have circa 4,500 employees across a diverse range of service areas. 

The role requires an HR professional who is comfortable initiating and driving change, creating a vision that our senior managers and councillors buy into, one that is enabling and progresses the organisation.

As you can't deliver this alone, there will be a team to support the work.  You will lead all aspects of the Talent, Resourcing and Learning teams including team coaching/development and management of budgets.

About You

To be successful in this role, you will need to:

  • Have excellent communication and interpersonal skills, with the ability to manage and influence multiple internal and external stakeholders
  • Have a proven track record of leading and delivering projects, with experience in change management in  a large and diverse organisation
  • Be an experienced HR professional qualified to Level 7 with MCIPD status
  • Be experienced in developing and implementing talent, resourcing and learning strategies
