Organisation Overview:

Hybu Cig Cymru – Meat Promotion Wales (HCC) is the strategic body responsible for the development, promotion and marketing of Welsh red meat. Its mission is to support the development of a profitable, efficient, sustainable and innovative Welsh red meat industry, which responds competitively to ever changing market trends.

Post Overview: 

The Human Resources Senior Officer will be based in our Aberystwyth office, and will report to the Chief Executive Officer (under the supervision of the Personal Assistant on a day to day basis). The Human Resources Officer will provide comprehensive guidance on policy and employment legislation; and will also be responsible for coordinating all HR and employment procedures and for processing, updating and maintaining all employee records and correspondence for HCC and its subsidiary organisation EID Cymru.  

The Human Resources Senior Officer will be the first point of contact for HR queries; and will ensure that the organisation’s HR systems and employee records are up to date and comprehensive, as directed by the PA and / or the company’s HR Consultant. 

Principal Accountabilities, Responsibilities and Key Activities:

  • Maintain all HR employment records and documentation for all staff at all stages of the employee lifecycle from recruitment onwards, including induction, probationary and performance reviews, work life balance applications and disciplinary and grievance issues.
  • Maintain and assist with the updating and accuracy of all job descriptions, ensuring that these are reviewed systematically and at least every two years or following any changes relating to post requirements.
  • Coordinate and administer processes for maternity and paternity leave and flexible working, providing guidance to staff and Managers on current entitlement and eligibility.
  • Provision of payroll notifications in relation to employee changes / record amendments.
  • Coordinate recruitment activities to include revision / creation of job descriptions, internal / external advertisements, shortlisting matrices, candidate interview correspondence, associated interview panel documentation and providing candidate feedback (where required).
  • Coordinate offer letters, pre-employment checks, DBS certificates and contracts of employment.
  • Coordinate and ensure delivery of new starter inductions.
  • Provide advice / guidance in relation to internal policies and procedures and employment legislation to employees and Managers.
  • Manage all employee attendance, absence, annual leave, return to work and flexi time processes, issuing reports as required and liaising with the Finance team with regard to payroll amendments.
  • Coordinate and ensure delivery of in-house related training programmes.
  • Coordinate and collation of annual performance reviews, 6-month reviews and probationary reviews.
  • Liaise with Managers to identify appropriate training providers; co-ordinating / communicating associated training activities (as required), updating personal development / training plans and collating training course feedback.
  • Assist the HR Consultant with the handling of disciplinary investigations, hearings, appeals and grievances.
  • Assist with ongoing review of HR Policies and Procedures incorporating legislative changes and updating the staff handbooks.
  • Maintain and collate Equality Impact Assessment processes and outputs.
  • To undertake any other duties as requested from time to time by the Chief Executive Officer / PA, commensurate with the grade of role.
