The College of Policing is an independent professional body for policing in England and Wales. Our purpose is to support everyone in policing to reduce crime and keep people safe. We do this through three principle activities: sharing knowledge and good practice, setting standards, and supporting professional development.

In 2018 the College embarked on an exercise to refresh its purpose resulting in an ambitious new Plan to put the Organisation in a strong position to develop and deliver for policing and the public.

Job Description

A key appointment within this change is the Head of People and Organisational Development. This is a high profile role which supports the transformation across the College, leading the development and implementation of strategies and work streams to support the business objectives.

This role will also lead on the provision of a professional and customer-centric HR service as well as acting as key advisor to the Chief Executive and Senior Management Team.

As Head of People and Organisational Development you will have 4 direct reports plus a wider team and your accountabilities will include:

  • Leading and developing the People and Organisational Development team.
  • Ensuring strategic and operational risks are identified assessed and proactively managed.
  • Lead on the delivery of a quality customer-focused HR service for the College, covering the full range of activities including organisational development, employee relations, recruitment, learning and development, performance management, reward, payroll, pensions and benefits.
  • Leading the development and implementation of strategies and work streams ensuring solutions are fit for purpose and deliver value for money.
  • Influence and support directors, senior managers, Council members and associates.
  • Leading a review of the pay structure and benefits.
  • Managing complex employee relations issues.
  • Developing and maintaining effective external relationships and partnerships with the Home Office, Cabinet Office policing and wider sectors.
  • Negotiating and consulting with trade unions.

The Successful Applicant

MCIPD qualified.

Be an experienced HR Professional with a strong track record of leading and developing high performing teams.

Evidence of influencing and delivering cultural change and organisational development initiatives and programmes.

Evidence of delivering effective efficiencies and ensuring value for money in resourcing and workforce planning.

Have strong HR expertise coupled with commercial acumen giving the credibility to act as a valued member of the leadership team.

Have proven HR Generalist skills and knowledge in all areas relating to: Resourcing; Performance Development; Learning and Development (especially building of People Management, leadership capability and team building); Employee Relations; Talent and Succession planning; OD and Change; Diversity and Inclusion.

Excellent interpersonal and stakeholder management skills; being a skilled influencer with strong customer relationship skills.

The ability to manage a remote/dispersed team.

What's on Offer

£58,254 to £73,000 per annum (nationally based)

£69,235-£88,000 per annum (London based)

Please note: the base location for this role is flexible. The College has various office locations including Coventry, Durham & Harrogate as well as the option for homeworking (with willingness to travel as required).

30 days annual leave plus an additional 2.5 privilege days
