HR Specialist (HR MI & Systems Analyst)
Central London
Part time (3 days) - £60,000 FTE

A global, highly entrepreneurial, SME financial services firm is keen to secure the experience of an experienced HR Specialist to join their business whilst they embark on a large transformation. The HR Specialist will be responsible for the implementation, ongoing maintenance and development of the SMCR regulatory software solution and the HR processes (e.g. Senior manager statement of responsibilities, annual fitness and propriety sign off, conduct rule breach management, regulatory references) to ensure all SMCR regulatory obligations are met and that the system is fit for purpose.
This role will also focus on the production, analysis and development of HR analytics and management information for key stakeholders. This role is subject to the Conduct rules set by the FCA.

Responsibilities will include:
• Take ownership of the development, maintenance and the oversight of SMCR related policies, processes and reporting framework
• Act as a key point of contact for all SMCR queries with regards organisational changes and new roles, ensuring that all people changes relating to regulatory approvals occurs in a timely manner and updates on the SMCR system
• Manage Statements of Responsibilities, review and approvals via the system, working with the business and compliance to ensure the accountability map is accurate and effectively maintained
• Identify, manage and mitigate risks to the business in relation to SMCR and ensure these are escalated appropriately
• Work with Senior Managers and compliance to ensure an effective reasonable steps and handover process is in place
• Responsible for coordinating the annual F&P process via the SMCR system, monitoring progress, supporting Senior Managers and escalating any issues in a timely manner
• Work with the HR team to ensure that all the correct pre-requisite checks have been completed before an employee starts a regulated role
• Work with compliance in the preparation of supporting documentation required for senior management regulatory applications
• Source, support and deliver ongoing training for SMCR
• Providing regular management information and reporting to ensure business confidence in meeting regulatory obligations for all aspects of SMCR
• Manage the vendor relationship through all aspects of the software process, upgrades, bugs and enhancements
• Act as the SMCR champion supporting HR and the business on SMCR regulatory queries
• Stay up to date with regulatory developments and best practise with regards SMCR
• Day to day oversight of the regulatory references request process
• Identify, a manage and record any potential conduct rule beaches in line with agreed processes
• Work with subject matter experts and compliance to department to develop processes and processes to meet emerging regulatory requirements
• Project work
• Develop, capture and provide analysis on key HR data for a range of stakeholders - HR Leadership; Boards, Business Partners; Management Teams
Background and Experience Required:
• Experience working in HR ideally in a regulated financial services Company
• Good understanding and experience of the Senior Manager, Certification and Conduct Regime
• Strong attention to detail
• Strong IT Skills, including good proficiency in Excel. Able to manipulate data, generate reports and provide analysis
• Good experience of working with HR/Compliance systems
• Experience of working with senior stakeholders
• Excellent communication and interpersonal skills
• Ability to self-manage and meet deadlines
