Job Title: Head of Pay and Reward

Department: Finance, Estates and Procurement 

Grade: Grade 7    

Salary range: £49,664 - £57,486

Location: Any Acas office excluding London     

Security Check: Baseline Personnel Security Standard (BPSS)

Role Purpose

The purpose of the job is to: 

  • Lead the Pay Team and ensure effective service delivery in relation to payroll services, management of the annual pay remit, provision of reward advice, production of annual returns and departmental responses, ensuring these are of a high quality, carried out in a timely fashion;
  • Lead on all operational aspects of Reward including Acas pay and reward policy formulation and the implementation and delivery of pay awards across the organisation;
  • This role leads on implementation of annual pay awards for both the delegated grades and Senior Civil Service, the correct application of pay policy and allowances, flexible benefits, and pension policies providing advice and guidance to staff, and the Finance and HR Teams;
  • The role will also oversee the management of the iTrent payroll/HR system and act as the subject matter expert for the MHR payroll system, overseeing the improvement and utilisation of iTrent system modules such as performance management, L&D and HR reporting.

Main Accountabilities 

  • Leadership of the Pay team to ensure accurate and prompt payment of salaries to staff, correct payments to CSPS and HMRC and to develop team capability and resilience, line management responsibility, managing day-to-day operations, and recruiting new staff;
  • Lead on reward policy review, formulation and development;
  • Provide timely and effective reward advice and information to the Finance Director, People Director and Acas Pay Working Group;
  • Lead the development of the Department’s annual pay remit for delegated and SCS grades;
  • Oversee the development and implementation of improved HR management information, ensuring that accurate and timely information is reported to both the Executive Board and the business generally; 
  • Lead on the management and delivery of departmental and group responses on reward issues;
  • Lead on management and delivery of departmental annual returns related to staff resourcing and costs;
  • Lead the Department’s annual Gender and Ethnicity Pay Gap reporting;
  • Review the Pay and Reward governance framework and management of corresponding budgets, working with finance colleagues to ensure the budget decisions are affordable;
  • Working closely with the OD&HR Senior Team, the Remuneration Committee (a sub-board of the Acas Council), the Pay Working Group and recognised trades unions to build the right Pay, Reward and Policy offer for our staff;
  • Keeping up to date with external trends and best practice in all areas of Reward;
  • Establishing/maintaining effective contact with BEIS head of Pay, CSPS, HMRC and  contributing to meetings of key bodies such as the Civil Service Employee Policy;
  • Ensure the payroll and HR system (iTrent) is effectively maintained and functionality is fully exploited.  Regularly review the system, ensuring it is kept in line with system best practice, organisational changes and GDPR requirements;
  • Manage the Pay and Reward team budget within the Finance Estates and Procurement Directorate, highlighting budgetary pressures as they emerge;
  • Oversee the administration and continuous improvement of the Acas local and national recognition schemes ensuring accurate reporting and budgeting;
  • Manage contracts with external pay and benefits providers to ensure services are delivered in a cost effective and timely manner;
  • Ensure the effectiveness of the Pay Team’s response to queries and complaints, dealing personally with complex pay and pension matters when necessary.

Technical 
Essential

  • HR, Payroll system and Pay Policy experience (previous experience of iTrent would be beneficial);
  • Advanced Microsoft Excel skills.

  • Excellent analytical skills, applied in relation to pay and reward;
  • A recognised payroll qualification, or demonstrable practical experience of pay and pensions knowledge.
