This is a fantastic opportunity for a Learning and Development professional who is passionate about their discipline to join a busy HR team (headcount of 8) and to help integrate the Learning and Development service proposition into HR. The team ethos is one of supporting each other to develop their potential, delivering strong results together, with a 'can-do' attitude. Please note that this role will offer hybrid working.

The role holder will be responsible for building and strengthening capabilities to ensure delivery of organisational goals, by identifying, organising, managing, and evaluating the Learning and Development needs of staff and the organisation. You will work with stakeholders at all levels of the organisation, getting to know their key priorities and proactively identifying appropriate Learning and Development solutions. You will be able to provide an innovative and affordable portfolio, sourcing solutions to best fit the individual and organisation's needs, utilising a combination of blended learning approaches, including working closely with the internal eLearning Developer to produce bespoke material.

The role includes lead responsibility for the organisations highly successful Apprenticeship Programme, managing the programmes across the organisation, to include recruitment, educational partnerships, apprentice welfare and utilisation of the apprenticeship levy.

Main duties and responsibility

  • Deliver and enhance the Learning & Development programme in line with the training budget and provide support and guidance to staff on all Learning & Development matters
  • Responsible for managing the overall performance of new and ongoing development initiatives and training programmes and incorporating into an annual training plan
  • Provide support to internal subject matter experts in facilitating specialist modules and delivering mandatory training
  • Produce regular management information and create insights in measuring progress and the impact of Learning & Development activities.
  • Manage and grow the internal Mentoring Scheme
  • Manage the Apprenticeship Programme and build strong relations with external educational providers and government agencies, in line with the apprenticeship levy
  • Lead on the development of a new management training programme
  • Support and guide staff and their line managers to ensure a good success rate on meeting learning objectives
  • Departmental administrator of the learning management system, Absorb, including addition of courses, running reports and liaison with providers
  • Contribute to the development of a new competency framework
  • Management of Induction content and the Performance Management system
  • On behalf of the Head of Human Resources, manage the training budget
  • Ensuring confidentiality is maintained in line with GDPR and compliance requirements


Personal specification

  • Educated to degree standard or equivalent
  • CIPD Level 5, Certificate in Learning and Development Practice, or equivalent
  • Demonstrable experience in a Learning & Development role
  • Ability to facilitate learning and skills development with individuals and groups, including needs analysis and creating solutions
  • The ability and confidence to establish effective relationships at all levels of the organisation and strong collaboration skills
  • Capable of setting and managing own objectives and managing conflicting priorities
  • Ability to adapt in approach and to respond to changing requirements to obtain best outcomes
  • Ability to present ideas and information in an engaging and effective way
  • A high degree of autonomy combined with the flexibility to work effectively as part of a team
  • Strong influencing skills, with the ability to work both strategically and tactically
  • Excellent oral and written communication skills, with strong presentation and facilitation skills
  • Accurate data recording, analysis, and interpretation
  • Able to balance customer focused thinking with practical and effective solutions
  • High level of personal integrity
  • Experience of working with external training providers
