Job description

The HR Senior Officer is responsible for the provision of HR Management Information, including the development of new reports to ensure we meet all internal and external requirements on people data reporting. The post holder will act as a subject matter expert on people data within the HR Information System (Oracle HCM), ensuring that all data is kept up to date and accurately reflects our organisational structure.

In addition, The HR Senior Officer will support with day-to-day employee relations matters, including absence, disciplinary, grievance, capability, and organisational change. Providing expert advice and guidance to both managers and employees and where appropriate liaising with third parties such as occupational health and the trade union.

The HR Senior Officer will deputise for the HR Manager when required and will contribute to the development and delivery of HR plans and activities, such as HR Policy review.

Responsibilities

Deliver the day-to-day provision of corporate-level HR products, reports, and data analysis for multiple audiences within the business to meet their needs, including collating, analysing, and reporting HR information to inform and support HR activity and the wider business agenda.

• Manage and maintain the HRIS (Oracle Cloud), acting as a key member of the Oracle Continuous Improvement group. Provide expert advice and support for other HR systems, such as the Applicant Tracking System and Performance Management System.
• Manage the delivery of all HR management information including organisation charts and establishment, FOI requests, data requests, and returns to Cabinet Office.
• Implement actions that have been identified from corporate and departmental plans in regard to employee relations and HR Operational tasks.
• Support with the development of HR policies in line with current legislation, keeping abreast of modern HR procedures and best practices.
• Provide HR advice and guidance to managers and employees on HR matters, supporting managers in dealing with routine performance, attendance, and employee relations issues.
• Provide clear advice and guidance to Ofqual staff, including management to support effective, well-informed decision making on employment matters; influencing management and the leadership around the people agenda to maximise service performance.
• Provide up-to-date knowledge of the legal framework within which HR operates and maintain a clear understanding of equal opportunities issues.
• Liaise with third-party providers in the provision of services to meet business needs and develop relationships with key external stakeholders.
• Support the Data Protection and Departmental Records Officer and HR Manager on all issues and compliance regarding GDPR.
• Develop internal stakeholder relationships and attend meetings to discuss people performance, employee relations, and engagement issues and initiatives.
• Commissioning services, projects, or activity that supports the delivery of HR and departmental strategies and objectives; working with third party providers to ensure that services meet business needs and are delivered to agreed standards and timescales.
• Manage relationships with key stakeholders (e.g., the Civil Service HR network, Cabinet Office, and Treasury, etc) so they are informed/consulted on relevant changes to ensure Ofqual is compliant with the latest policy.
• Manage Civil Service initiatives from external stakeholders and cascading information to the rest of the team as appropriate
• Working in conjunction with the others both internally and externally for Information Assurance on all issues and compliance regarding GDPR.
