Team Information
The Parliamentary Health and Wellbeing team delivers a Bicameral service to the House of Commons, House of Lords, and the Parliamentary Digital Service (a joint department of both Houses). The majority of services are delivered to around 4,000 employees with further support and advice provided to the 650 individual Members of Parliament and their 3,000 employees together with services to 800 peers within the House of Lords.

The strategic aim of Parliament is to support a thriving parliamentary democracy. The Parliamentary Health and Wellbeing team is part of the People and Culture Team (PACT) within the House of Commons. The People and Culture Team aims to develop an inclusive, customer focused culture that attracts and develops diverse, expert, and dedicated talent that is needed to deliver the House’s strategy. PACT leads the delivery of the People strategy which supports the House goals by building the right skills and capabilities to deliver, developing the House as a great place to work.

Job Information
This is an exciting opportunity to join Parliament, leading us to develop our approach to strategic and operational Health and Wellbeing services across the House of Commons, House of Lords and the Parliamentary Digital Service.

As the organisation moves from the immediate responses in dealing with the Covid 19 Pandemic, Health and Wellbeing for Parliament is critical. Equally important are what and how services are delivered whilst keeping a focus on the balance of reactivity and proactivity.

In conjunction with our experienced team, the postholder will provide professional expertise, leadership, advice, and information on all matters related to Health and Wellbeing, leading a unique service across Parliament. The role will line manage direct reports, whilst also managing key relationships and outsourced services.

The role will work with colleagues to support the delivery of Outcome 1 of our People and Culture strategy ‘A diverse inclusive and healthy working environment founded on our values’.

Responsibilities
• Provide team leadership, advice, and support to the organisation in relation to Occupational Health, statutory provisions and the delivery of Health and Wellbeing services.
• Lead and develop the team to achieve the delivery of high quality, clinical, Wellbeing and advisory services.
• Proactively manage and monitor supplier performance for external third-party services, ensuring our customers are receiving qualified and effectively targeted support.
• Responsible for the management of the departmental budget.
• Work with key stakeholders from across Parliament to finalise and agree an implementation framework for the Health and Wellbeing strategy. Establish appropriate mechanisms, resources, and controls to successfully deliver the strategy including relevant reviews of third-party services.
• Establish and develop appropriate engagement methodologies, enabling senior leaders across Parliament, to work collaboratively to deliver welfare, safety, and HR interventions, that meet the needs of the diverse Parliamentary Community
• Put the customer voice at the heart of the team’s operation and manage customer relationships to ensure their expectations are being met collecting, analysing, and responding to service monitoring information including customer feedback and best practice to ensure the delivery of a high-quality service.
• Ensure the provision and continuous development of relevant, high-quality data, moving over time towards analysis, and recommendations, with a particular focus on diversity and inclusion metrics.
• Lead the development, improvement and maintenance of audit and quality monitoring systems to ensure effective control and management of standards of practice across the spectrum of services.
• Lead on reviewing and establishing relevant policies that support both our On-Estate colleagues and those working more flexibly because of Hybrid working or similar trials, for example Work Related Stress, DSE.
• Ensure frameworks are in place to enable the development of workplace Risk Assessments, Health Surveillance Programmes and health and wellbeing related policy and guidance.
• Engage, develop, and maintain knowledge of the Parliamentary business to ensure that Health and Wellbeing advice meets customer needs and a trusted adviser at a strategic level.
• Lead on establishing and maintaining appropriate external networks and learning frameworks to ensure both professional development and up to date knowledge is front and centre in how we deliver services.
• Undertake any other duties within their competence as directed by the Human Resources Director.

Security
Successful candidates will be required to complete pre-employment checks. This includes security vetting to Counter Terrorist Check (CTC) level or higher, as described in the job description. All successful candidates are required to pass these checks before an offer can be confirmed.

You should be aware that if you have resided outside of the UK for a total of more than two of the last five years, you are not eligible to receive security clearance to work on the Parliamentary Estate.

Hours

Net conditions full-time working hours for staff of the House are 36 hours per week. This excludes daily meal breaks of one hour. The exact daily times of attendance will be agreed with line management.

Skills and Experience
Criterion 1 - Knowledge, Skills and Qualifications
• Expert professional knowledge of Occupational Health and Wellbeing, including proactive delivery through best practice.
• Current knowledge and understanding of quality standards applicable to health, wellbeing, and occupational health services, together with an understanding of risk assessments specific to the area and important linkages with the Health and Safety environment.
• Knowledge of, or experience of working within or towards achieving Safe Effective Quality Occupational Health Standards (SEQOHS), or a specialist qualification in occupational health or NEBOSH.

Criterion 2 –Strategy and Innovation
• Evidence of successfully delivering occupational health and wellbeing strategies to achieve organisational goals. Evidence in the utilisation of innovation and latest methodologies and tools across the Occupational Health and Wellbeing field.
• Ability to analyse data from different perspectives, with experience of presenting high level trends to varied senior stakeholders to support operational and strategic decision making.

Criterion 3 – Engagement and Collaboration
• Evidence of high emotional intelligence in adapting to shifting priorities and the changing demands of stakeholders. Managing ambiguity, finding solutions when standard processes don’t fit and driving results with a sense of urgency.
• Experience of working and thriving within a fast-paced complex environment complex environment, influencing, and negotiating at a strategic and operational level to achieve the best possible outcomes and value for money for Parliament in a fair and inclusive way.
• Excellent oral and written communication skills, with the ability to convey complex information, recommendations, and messages to diverse audiences.

Criterion 4 - Leadership
• Experience of significant and broad leadership across occupational Health and Wellbeing, successfully developing and managing a customer-focused team of professionals and service providers in a fast-paced, complex, multi-stakeholder environment.
• Demonstrable ability to build capability and resilience to meet current and future organisational needs, creating an environment where employees are motivated to achieve results.
• Ability to translate technical aspects into appropriate interventions to aid successful understanding and delivery.
