Your new company
Hays HR is proud to be working with a shared services provider to the public sector in Lincolnshire who are looking to appoint a Head of HR and Organisational Development to take the lead on strategic delivery for the organisation.


Your new role
As the Head of HR & OD, reporting into the CEO and work alongside the Senior Leadership Team, you will be responsible for strategic delivery and performance of the HR, OD and Payroll functions and lead the 20+ HR professionals in your HR team. You will work closely and effectively in partnership with key clients to support their internal Organisational Development.

The Head of HR & OD is responsible for the development and implementation of the People agenda, which encompasses attracting & retaining talent, raising skills & standards, support health & wellbeing, reward & recognition.

You will have full responsibility for the budgetary management of the HR budget and the associated client HR budgets. You will be responsible for ensuring accuracy and compliance with all payroll related activity. You are responsible for the delivery of the programme of work associated with the transformation plan, which relates to people projects.

You will also be responsible for ensuring that all stakeholders comply with all statutory, legislative and reporting requirements, particularly those which are public sector and local government specific, ensuring the necessary policies and procedures are in place


What you'll need to succeed
As the ideal candidate, you will have relevant experience of working in HR & Payroll at a strategic level and have led and developing an HR team and service. You will also have developed and implemented HR policy and practice to support organisation development, transformation, change and improvement.

You will be an effective communicator and possess strong stakeholder management and leadership skills. You will have a solid understanding of HR systems and policies, as well as employment law and best practice. You will have had involvement in project management, business case development and internal consulting skills.

You will be able to use own initiative to develop methods of work to achieve defined outcomes, as well as being highly organised and able to manage and prioritise multiple and competing demands in a fast-paced and varied environment.
