About Our Client

The combined forces of the Bedfordshire Police, Cambridgeshire and Hertfordshire Constabularies and the second largest force in the UK outside of the Met, with over 10,000 in the force and an incredible support function working alongside them.

Job Description

  • To lead on the design and delivery of the talent development agenda across the employee life cycle that develops capability, facilitates career progression and retains our great people.
  • To work closely with leadership teams to ensure a good understanding of the organisational context to identify key capability needs and design / deliver appropriate development interventions to develop performance and a shift in capability.
  • To work closely with Operational Learning on training priorities and people management training for officer roles.
  • To lead on force strategy for promotions, succession and officer development and ensure appropriate activity and development support in place for great career progression and to close skill gaps.
  • To design and develop leadership and management development programmes for officers and staff.
  • To ensure effective delivery against the BCH skills strategy with a robust learning needs analysis and priority actions for skill areas.
  • To develop team capability in identifying opportunity for improving processes and ways of working, optimising use of digital technology that results in a better end user experience.
  • To monitor performance and to demonstrate key measures of performance that tie into our contribution to policing.
  • Working with the Force exec teams, People Business Partners and Operational Learning to help design and execute talent priorities in line with the overall People Strategy
  • To work proactively with other Departmental managers on any HR local or collaborated project or portfolio.
  • To manage and develop the capability of the talent development team.
  • Ensure compliance with HMIC and local legislative requirements.
  • To take an innovative and best practice approach to developing talent activity, building an active network to understand developments in talent management and drive best practice in BCH.
  • To work with the College of Policing and other forces to develop and share best practice and collaborate on integrated initiatives.

The Successful Applicant

Entry Requirements

  • Level 7 Chartered/fellow member of CIPD or equivalent experience.
  • A real passion for talent development.
  • Significant experience of operating at a senior level in talent development in a large and complex environment.
  • Experience in the design and delivery of talent development activity delivered for a range of roles at different levels.
  • Experience reviewing and addressing learning needs to meet organisational capability.
  • Competent in providing structure and rigour to projects/programmes with careful attention to effective and influential
  • stakeholder communication.
  • Can demonstrate an ability to provide a new way of thinking and explore new opportunities that add significant value
  • to the organisation.
  • Proven experience of delivering proactive solutions to business critical issues.
  • Knowledge of HR systems and databases.
  • Competent to build and manage interpersonal relationships at all levels.
  • Coaching and psychometric qualifications desirable.
  • Experience in using data and industry insights to inform the talent development agenda.

  • This role requires the post holder to have the ability to travel to different locations across Bedfordshire, Cambridgeshire and Hertfordshire as part of their role
  • If using a private vehicle then business insurance needs to be organised by the individual
  • Vetting is required, as advised by the Vetting Unit
  • The post holder will be expected to undertake training as and when required
  • The post holder will be expected to comply with health and safety requirements
  • Before commencement of this appointment, this role is subject to medical assessment. For some roles health screening or surveillance may be required on a regular basis, as identified by line manager risk assessments
