Your new company
Hays HR are proud to recruit for a Head of Organisational Development for our Public Sector Client. This is a Permanent/Hybrid role, Band 8C. The successful candidate will lead, manage and provide overall direction and implementation of Learning and Development, and Organisational Development departments to support activities and achievement of The University Health Board's vision. To achieve this, the potholder will be responsible for both the strategic development and operational delivery of the departments interpreting national policies procedures and guidelines and implementing them into the culture of the Health Board. The successful candidate will deputise for and represent the Assistant Director of Organisational Development and Wellbeing both internally at other committees and externally as required. Responsible for the development of innovative medium and long term strategies promoting leadership, learning and development, promoting health and wellbeing and ensuring staff are engaged.

Your new role
The successful candidate will have highly developed specialist knowledge in a range of Organisational Development areas and will be responsible for delivery of a comprehensive range of Organisational Development services across the whole of the organisation. Hold responsibility for the development of innovative medium and long term strategies promoting leadership, learning and development, promoting health and wellbeing and ensuring staff are engaged. Work with colleagues and the Assistant Director to develop the Health Board's Wellbeing and OD Strategy and objectives, contributing to the modernisation of the workforce and delivery of the Integrated Medium Term Plan. Provide support to the Assistant Director of Organisational Development and Wellbeing in developing an organisation where all staff feel valued, supported, involved and engaged, with the aim of the UHB becoming an 'employer of choice'. Be responsible for supporting service modernisation projects and assisting all units to drive forward the service re-design agenda through change management and project management support. Support service modernisation projects by sourcing and adapting local, national and international intelligence to ensure best practice is available across the organisation to support sustainable change. Deploy project management support across the UHB, building sustainability through developing project management skills at unit level. Responsible for service audits to evaluate the impact of OD and L&D services across the Health Board. Oversee action plans as appropriate relating to Internal and External Audits e.g., Audit Office, Shared Services, and Internal Audits etc. Track IMTP and Operational Plan Workforce elements and provide regular written performance reports. Will be the organisations lead expert regarding organisational development agenda, making decisions regarding the development of strategies and objectives where there may be no precedent, conflicting information and differing opinion. Work with senior leaders to assess the impact of the overall organisation design on factors such as behaviour, attitudes, culture, systems and communication. Manage the operation of workforce & OD information systems for learning and organisational development. Take the lead responsibility in developing the strategic and policy framework which will support the provision of a quality short medium and long term People Strategy for the Health Board. Interrogate organisation strategy and operating plan at the highest level to understand key organisation development needs and compare them with the organisation's current capacity and capability to deliver. Develop organisation wide interventions that align and integrate structure, capacity, systems, process and culture to meet strategic priorities. Manage the budgets for areas of responsibility and the leadership and management development budget within their arm of the function and routinely report on the budget to the Assistant Director of Organisational Development and Wellbeing. Support the Assistant Director of Organisational Development and Wellbeing to develop cross cutting workforce savings and will lead programme of work for the generic workforce savings. Develop and maintain effective means of monitoring and auditing processes/systems within the function. Ensure efficient and effective use of resources and achievement of financial targets through leading directorate budget setting processes. Will be required to possess well developed keyboard skills and familiarity with a range of Microsoft and NHS software and systems.

What you'll need to succeed
Educated to Master's degree Level or relevant equivalent masters experience Evidence of continuing professional development CIPD qualification or willingness to achieve this. Understanding of the modernisation agenda for the NHS Understanding of the use of new communication technologies and their potential. Understanding of budgetary and financial management. Significant experience in a senior management position in a large complex organisation. Experience of working effectively to support a corporate body that has a Board and formal committee structure. Experience of organisational development Experience of managing teams. Practical experience of leading a change management agenda. Practical experience of brand management. Understanding and experience of the use of a range of communications/involvement techniques targeting a range of audiences. Strong track record of internal and external partnership working Experience of multi - disciplinary/agency working People management and development. Ability to deal with highly complex, sensitive situations assessing and recommending courses of action. Good IT and keyboard skills Experience of dealing positively with organisational politics. Highly self-motivated Ability to prioritise a heavy workload Ability to remain calm in stressful situations and to work under pressure Display exemplary personal and professional standards of behaviour and integrity at all times Ability to concentrate for long periods of time Ability to deal with stressful and emotional situations on a regular basis. e.g. disciplinary, counselling, grievance and organisational issues. Ability to deal with a stressful and demanding workload.
