Job Details
The Head of Learning, Development and Quality will deliver a Quality Assurance function operating to professional standards and models of best practice. The post-holder will lead on learning and development for the organisation, delivering the workforce development plan in order to realise their aspiration of evolving into an organisation with learning at the heart of all they do.

My client is a leading provider of adult social care services in Liverpool. The organisation operate in line with strong workplace values, which have been co-produced by individuals who use their services.
Description
The post-holder will be responsible for all things Learning and Development and Quality and Compliance across the estate.
Key Accountabilities will include (but not be limited to);
- Learning and Development
- Lead on Learning and Development company-wide and work with the Head of Human Resources to deliver the workforce development plan to transition towards the realisation of our aspiration to evolve into a learning organisation
- Lead on mandatory & specialist training for the company ensuring compliance and meeting business needs
- Implement an appropriate quality assurance system for all training
Quality & Compliance
- Review, develop and implement the company quality assurance (QA) framework to ensure robust systems and processes are in place to ensure that risks at all levels across the business are appropriately managed
- Oversee standards for all external assessments and provide management support in preparation for regulator inspections
- Developing, reviewing and updating operational policies and procedures ensuring that these reflect up to date regulatory, legislative and good practice. Ensure all Company information held by the Company, processes and systems are GDPR compliant.
- To lead on the commissioning of annual regulator mock inspections and quarterly statutory health & safety audits; providing leadership to managers to ensure the actions from audits and inspections are implemented promptly
Health and Safety
- Oversee the health and safety management of the organisation
- Oversee the monitoring of incidents, accidents, safeguarding, near misses and complaints ensuring statutory reporting is being met
- Oversee all safeguarding & incident investigations, ensuring investigating managers are appropriately supported and trained to conduct quality independent investigations and produce quality report
Safeguarding
- Act as safeguarding lead for the company providing independent oversight and lead liaison with professional bodies

Profile
The ideal candidate will have an L&D service development background, ideally from within social care.
The role requires a strategic leader who can support in making the organisation a provider and employer of choice in the local area.
Job Offer
A salary up to £60,704 plus hybrid working
Some local travel is required in the role
