Senior HR Advisor

Your new company
Hays HR are recruiting a Senior HR Advisor for our Public Sector client. This is a Temporary contract up to six months. Fully remote, with an expectation to visit the offices in Swansea one day per week/ visit other sites as and when is required. The successful candidate will advise and make decisions in relation to complex situations and issues, whilst providing a Human Resource service to localities/clinical directorates and corporate departments of large mixed working groups e.g. nursing, administrative and management. Ensure that the Directorates adopt HR practice which is consistent with best practice, Health Board policies and procedures and current legislation. The post holder will contribute to the development and implementation of the Health Board Workforce strategy.

Your new role
* To lead and contribute to the development and implementation of an effective operational HR service across locality/directorates. * To attend locality/directorate meetings where necessary, ensuring that managers consider the HR implications of service developments and organisational changes * To provide high calibre advice and support to assist managers in achieving their objectives, where appropriate, developing HR strategies to address staffing issues. * To ensure that the locality/directorates adopt practices that are consistent with Health Board policies and procedures, best practice and current legislation and that these practices are consistently applied encouraging collaboration where beneficial. * To contribute to the formulation and implementation of the Health Board Workforce strategy, policies and procedures. * To undertake project work as required * Under the direction of the Locality/Directorate Workforce Manager, to take the lead in ensuring that policies and procedures are kept updated in line with legislation and standards. * To act as the first point of contact for managers seeking advice on the management of HR issues. * To contribute to the formulation of standards for all HR activity, ensuring that this is consistent with developments across the Health Board. * To ensure the provision of an effective and efficient HR service through the establishment, continuous improvement and maintenance of HR operational systems and standards, which will be used to monitor performance and identify areas for improvement. To assist the Locality/Directorates in the implementation of the Health Board's Performance Development Review Scheme. * To assist in the development of locality/directorate training and development plans, where appropriate, planning and delivering training programmes to meet identified needs. * To participate in the delivery of the Health Board's Induction Programme as required. * To monitor and analyse routine HR data such as sickness, turnover etc., to detect any adverse trends and to provide regular reports on workforce data to the locality/directorate management teams.. Employee relations * To play a key role in the maintenance of positive employee relations within the locality/directorates, ensuring that all disputes and disciplinary, grievance, sickness and capability issues are handled in accordance with the Health Board's policies and procedures. * Advise the appointed Disciplinary Officer and Investigating Officer in cases of dignity at work, discipline and grievance issues and attend hearings as appropriate. * Work closely with Trade Union colleagues in maintaining a collaborative approach to employee relations and to ensure that dignity at work, disciplinary and grievance issues are conducted in a manner conducive to bringing positive change. * Provide information and advice on conditions of service in response to queries from employees and managers, maintaining knowledge of current and forthcoming employment law, local policies and procedures and Agenda for Change terms and conditions. * To develop a proactive approach to the management of sickness and performance issues within the locality/directorates, providing advice and guidance to ensure that managers are adequately equipped and competent to address these. * Manage the re-deployment process, adhering to the Health Board policies and procedures. Ensuring effective communication between the Occupational Health department, the Employee Resources Department (to review the re-deployment register) and to update the employee and appropriate manager when a suitable match is identified. * Advise Managers, in conjunction with Occupational Health and other agencies, to plan a phased return to work programme from members of staff on long term sick leave e.g. restricted duties, use of annual leave, reduction in hours, change of shift pattern. * To promote the concept of staff involvement and partnership working across the locality/directorates and to develop and maintain good relationships with staff. Specialist HR knowledge through a professional HR Qualification (CIPD) or equivalent experience. Educated to degree level or equivalent level of experience Evidence of continuing professional development. Extensive previous HR experience including the provision of highly complex advice and support to staff and management e.g. sickness absence, disciplinary and grievance and advising and supporting managers through these problems Excellent working knowledge of employment legislation, good practice and current developments in HR practice Experience of interpreting terms and conditions of service Experience of managing change and advising managers on the staffing implications of such change Experience of dealing with Trade Union and Staff Organisations including advising at formal meetings.Effective communication skills both written and oral Ability to maintain a balanced and objective view and provide competent and impartial advice/make decisions in relation to highly complex HR issues Proven ability to meet deadlines and work under pressure, including the ability to undertake several initiatives at a time Good planning, organisational and interpersonal skills Ability to speak Welsh Interview Good analytical and judgmental skills Ability to deal with complex and sensitive situations Self motivated and able to motivate others Ability to work as part of a team Ability to relate one's own work to Divisional and Corporate aims and targets Presentation Skills Innovative approach to problem solving Ability to influence staff at all levels of the organisation Ability to think Strategically.
